As for the scales, they are interpreted as the judge. So whoever sees new, well-balanced scales, then it indicates that in that place there will be a judge or a jurist who are religious. The pan of the scales is the judge's hearing, and the dirhams in the pan of the scales are a dispute before the judge, and the weights of the scales are the judge's justice between the two disputants.
